Obtaining a permit for putting into operation

Permission for putting the object into operation - a document that certifies execution of construction, reconstruction, general overhaul of the capital construction object in full amount in accordance with the building permit, compliance of constructed, reconstructed, renovated capital construction object  with the plan of the land parcel and project documentation.

For putting the object into operation the Investor/Developer applies to the executive authority that issued a building permit with an application for putting the object into operation, to which he must attach following documents:

1. Documents of title on the land parcel;
2. City development plan of land parcel;
3. Building permit;
4. Certificate of acceptance of a capital construction object (in case of implementation of construction, reconstruction, general overhaul on the basis of contract);
5. Document confirming compliance of the parameters of constructed (reconstructed) capital construction object with the requirements of technical regulations and signed by the person carrying out the construction;
6. Document confirming compliance of the parameters of constructed (reconstructed) object of capital construction with the project documentation, including the requirements of the energy efficiency and requirements of object’s equipment with accounting devices of used energy resources, and signed by the person carrying out the construction (in the case of implementation of construction, reconstruction, general overhaul on the basis of contract);
7. Documents confirming compliance of built (reconstructed) capital construction object with specifications and signed by representatives of organizations carrying out operation of the networks of engineering and technical support (if any);
8. Scheme reflecting the location of built (reconstructed) capital construction object, location of the networks of engineering and technical support within the borders of the land parcel and planning organization of the land parcel and signed by the person carrying out construction (in case of  construction (reconstruction) on the basis of the contract);
9. Conclusion of the State Construction Supervision authority (if implementation of the state construction supervision is assumed) on the compliance of the constructed (reconstructed) object of capital construction with the requirements of technical regulations and project documentation, including the requirements of energy efficiency and the requirements of capital construction object equipment with accounting devices of used energy resources, conclusion of the state ecological control.

Authority, that issued a building permit, within ten days of receipt of the application for issuing of a permit on putting of the object into operation, must provide verification of presence and accuracy of documents, inspection of the capital construction object and issue a permit on putting of the object into operation or to refuse to issue such permit with statement of the reasons of refusal.

Permit on putting of the object into operation is the basis for setting the built object on the state registration, introduction of changes to the documents of state registration of reconstructed object of capital construction.
