Procedure of technological connection to the electric grids

All activities on technological connection are carried out in accordance with the Decree of the Government of the Russian Federation of 27.12.2004 № 861 "On approval of the rules of non-discriminatory access to the services on electricity transmission and provision of these services, rules of non-discriminatory access to the services of operational and dispatch control in the electric power industry and provision of these services, rules of non-discriminatory access to the services of administrator of trading system of wholesale market and provision of these services and rules of technological connection of power receivers of electric energy consumers, objects for production of electricity, as well as objects of electricity economy owned by network organizations and other persons, to the electric grids".

Technological connection is carried out on a commercial basis on the basis of a contract concluded between the Electric Grid Organization (EGO) and the legal entity (Investor/Developer).

Technological connection is a complex procedure, stages of which are:

1. Filling of an application for technological connection;
2. Conclusion of a contract for technological connection ;
3. Implementation by the parties of the contract of activities under the contract;
4. Obtaining of a permission of Rostechnadzor for admission into operation of the applicant’s object (Obtaining of a permission of Rostechnadzor for admission into operation of objects with power up to 100 kW inclusive);
5. Implementation by the network organization of the actual connection of the applicant’s objects to the electric grids;
6. Actual acceptance (supply) of voltage and power (fixation the switching device in "on" position);
7. Preparation of the report on technological connection and act of differentiation of balance belonging and operational responsibility.

Filling of an application to a network organization for technological connection demanding the issuance of technical conditions

For connection of the object under construction, Investor/Developer must apply with the application to one of the economic entities of the Joint Stock Company "Vladimirenergo". JSC "Vladimirenergo" includes 4 production departments: Alexandrovskoe, Vladimirskoe, Gusevskoe, Kovrovskoe. Production departments include 19 areas of electrical networks (AEN).

When deciding in which EGO to apply for technological connection, note should be taken at the distance from the borders of the applicant’s land parcel to the nearby object of grid facility of EGO. To select the grid organization (EGO) for optimal connection of object under construction to the electric grids, to the Investor (Developer) will help local authorities.

In the application directed by the Investor/Developer for technological connection of objects with power up to 100 kW inclusive, must be specified:

1. Details of the company of the Investor/Developer (full name and entry number in the Unified State Register of Legal Entities (USRLE));
2. Name and location of power receivers that must be connected to the electric grids of a network organization;
3. Location of the applicant (Investor/Developer);
4. Terms of designing and commissioning phase of power receivers (including stages and queues);
5. Phasing of power, timings of input and information on category of power supply reliability when entering of power receivers by stages and phases.
6. Maximum power of attachable power receivers of the applicant;
7. Type of load (type of economic activity of business entity);
8. Offers of the Investor/Developer on the order of payments and conditions of deferred payments for technological connection - for objects, the maximum capacity of power receivers of which is over 15 and up to 100 kW inclusively.

In the application directed by the Investor (Developer) for technological connection of objects, total connected capacity of power receivers of which does not exceed 750 kW, must be specified:

1. Details of the company of the Investor/Developer (full name and entry number in the USRLE);
2. Name and location of power receivers that must be connected to the electric grids of a network organization;
3. Location of the applicant (Investor/Developer);
4. Number of attachment points with indication of technical parameters of elements of power receivers;
5. Claimed level of reliability of power receivers;
6. Terms of designing and phase commissioning of power receivers (including stages and phases);
7. Phasing of the power, terms of input and information on the category of power supply reliability when entering of power receivers by stages and phases.
8. Maximum capacity of the applicant’s power receivers;
9. Type of the load (type of production activity).

Application must be accompanied by the following documents:

1. A location plan of power receivers that must be connected to the electric grids of a network organization;
2. Single-line diagram of applicant’s electrical networks, connecting to the electric grids of a network organization, nominal voltage class of which is 35 kV and higher, with indication of possibility of the redundancy from their own sources of energy (including backups for their own needs) and the ability to switch loads (generation) in the internal networks of the applicant;
3. The list and capacity of power receivers that can be attached to the emergency automation devices;
4. Copy of the document confirming the right of ownership or other provided by the law basis on ownership of capital construction object and (or) the land parcel, where are located ( will be located) applicant’s objects, either the right of ownership or other provided by the law basis on ownership of the power receivers;
5. Power of attorney or other documents confirming credentials of the representative of Investor/Developer, submitting and receiving documents in the case if application is submitted to the network organization by the representative of Investor/Developer;
6. Forms of unit circuits of technological connection of power receivers, approved by the Ministry of Energy of the Russian Federation, - only for the objects of legal entities and individual entrepreneurs with capacity up to 100 kW inclusively.

Conclusion of a contract on conduction of technological connection

a) preparation of technical specifications and draft contract, including specifications;

On request of the Investor/Developer EGO prepares technical specifications on connection of an object to the electric grids and makes calculation of payment for connection and calculation of electricity tariffs. Calculations are made in accordance with the "Methodical instructions on determining the amount of payment for technological connection to the electric grids", approved by the Order of FT of the Russian Federation of 21.08.2009, № 201 -e/1 and the Government Decree of the Russian Federation of 26.02.2004 Number 109. "On pricing in regard to electricity and heat power in the Russian Federation".

The content and validity of specifications:

1. In the specifications for connection of objects of legal entities or individual enterpreneus with capacityup to 100 kW, as well as objects of individuals up to 15 kW (for domestic use), must be specfied:

• points of attachment, which cannot be located further than 25 meters from the border of land parcel, on which are located (will be located) attachable objects of the applicant; 

• reasonable requirements to strengthen existing electric grid in connection with the accession of new capacities (construction of new power lines, substations, increase of cross section of wires and cables, replacement or increase of power of transformers , expansion of distribution devices, modernization of equipment, reconstruction of objects of electricity economy, installation of devices for voltage regulation to ensure the reliability and quality of electric energy), obligatory for execution by the network organization at its expense;

  • requirements to the devices for calculation of electrical energy (power), relay protection devices and to devices which provide control of maximum power value;

  • distribution of duties between the parties on implementation of technical specifications:

    • within the boundaries of the land parcel on which are located power receivers of the applicant, - are for the applicant;

    • till the border of the land parcel, where are located power receivers of the applicant, including regulation of relationships with other persons, - is for the network organization.

2. In the technical specifications for other applicants must be specified:

• schemes of issuance and acceptance of power and attachment points (input distribution devices, power lines, basic substation, generators);

• reasonable demands to strengthen existing electric grid in connection with accession of new capacities (construction of new transmission lines, substations, increase of cross section of wires and cables, replacement or increase of capacity of transformers, extension of distribution devices, installation of devices for regulating of voltage and ensure of reliability and quality of electricity), obligatory for execution at the expense by the network organization;

• requirements for the devices of relay protection, regulation of reactive power, anti-damage and secure automation, telemechanics, communication, isolation and overvoltage protection, to monitoring and maintaining the quality of electric power, as well as electricity and power meters (active and reactive);

• requirements for connection of power receivers to the anti-damage and secure automation devices, requirements for connecting power of power receivers, but not below the level of anti-damage or technological armor, to the devices of automatic load disconnection of power receivers while reducing the frequency of electric current or voltage in the adjacent electrical network, requirements for performance of generators; 

• requirements for equipment of power receivers with the relay protection devices, anti-damage and secure automation devices, including the placement of devices, providing remote input of diagrams of temporary disconnection of a load of from control centers in accordance with the requirements of the corresponding subject of the supervisory control.

5. Attention! Specifications are issued free of charge;
6. Validity of specifications makes up from two to five years. In case of unfulfilment of specifications by the applicant at the agreed time and availability on the expiry date of the technical connection, the network organization according to the applicant's appeal has a right to extend the validity of previously issued specifications. In this case the additional fee is not charged. 

In case of change of technical conncection conditions upon expiration of specifications, the network organization has a right to issue to the applicant new technical conitions taking into account performes activities on previously issued specifications, In this case, issuance of new specifications does not entail invalidity of the contract subject to an agreement of terms of implementation by the parties of activities according to the technological connection.

Attention! Issuance of new specifications under the current contract to the applicants - individuals is carried out without additional fees.

5. List of activities on technological connection includes:

• Preparing by the network organization of specifications and their coordination with the system operator (subject of operational and dispatch control in technologically isolated technologically isolated territorial power systems), and in case of issuance of technical conditions by the power facility - agreement with the system operator (subject of operational and dispatch control in technologically isolated territorial power systems) and with adjacent network organizations;

• development by the network organization of the project documentation according to the obligations, provided by the specifications;

• development by the applicant of project documentation within his land parcel consistent with commitments, provided by the specifications, except of cases, when in accordance with the legislation of Russian Federation on urban development, design of project documentation is not mandatory;

• performance of specifications by the applicant and network organization, including implementation by a network organization of activities on connecting of power receivers under functioning of anti-damage and secure automation devices in accordance with the technical specifications;

• verification by the network organization of implementation by the applicant of technical specifications;

• inspection (survey) of attaching power receivers by an official of Rostechnadzor with participation of network organization and the owner of such devices , as well as of corresponding subject of operational and dispatch control if specifications are subject to agreement with such subject of operational and dispatch control;

• Attention! Inspection of attaching power receivers is carried out only with participation of the network organization and the applicant upon accession:

  • of objects of legal entities and individual entrepreneurs with capacity up to 100 kW inclusively;

  • of objects of individuals with capacity up to 15 kW inclusively (for everyday necessities);

  • of objects with capacity up to 100 kW inclusively with purpose of temporary connection.

• implementation by a network organization of the actual connection of applicant's objects to the electric grids and inclusion of a switching device (fization of switching device in "on" position).

6. When connecting the objects of legal entities or individual entrepreneurs with capacity up to 100 kW inclusively, of objects of individuals with capacity up to 15 kW inclusively (for everyday necessities), of objects with capacity up to 100 kW inclusively with purpose of temporary attachment,  the distribution of responsibilities on implementation of measures on technological  connection is carried out in further order:

• the applicant fulfills stated obligations within his land parcel;

• network organization carries out stated obligations till the borders of applicant's land parcel. 

b) examination of submitted by the network organization calculations and their approval;

Ready calculations - the cost of connection and calculation of energy consumption tariffs submitted by EGO, Investor/Developer submits to the Pricing and Tariffs Department (PTD) of Vladimir region administration for examination (the city of Vladimir, 29 Mira street, Department of energy complex regulation, contacts: Andrey Borisovich Ivanov, the Head of Department, tel. +7 (4922) 53-23-85, E-mail: energo@dct33.ru);

For correct calculations on payments for connection to the electric grids, Investor/Developer is recommended to pass an independent examination of technical connection. In the Vladimir region exists several companies that can professionally conduct such procedure, some of them are presented in the Table:

Investor / developer may hold an auction/bidding for selection of optimal expert company.

After passing the examination and removal of remarks of PTD, is carried out the payment approval process for connection and electricity tariffs for given object by local governments. Payment is approved by a separate regulation, within a period not exceeding 1 (one) month.

c) Preparation of a draft contract for technological connection

For agreement EGO must submit to the Investor/Developer a draft contract within 15 working days from the date of receipt of application. If technological connection is complex, then specified period on the initiative of the network organization can be extended up to 40 working days. The applicant is notified on increase of period and the reasons for its change.

In case of absence of specified information from the Investor/Developer, within 6 working days from the date of receipt of the application EGO must notify him about it, and within 15 working days from the date of receipt of the missing information must send to him for agreement a draft contract in duplicate.

Investor/Developer signs both copies of the draft contract within 30 days from the date of receipt of the signed by the network organization draft contract and sends one copy to the network organization with attached documents confirming authority of the person that signed such contract.

The contract is considered concluded starting from the date of receipt of signed by the Investor/Developer copy of the contract by the network organization.

Implementation by the parties of the contract of activities under the contract

List of activities for technological connection includes:

• preparation by the network organization of project documentation and their coordination with the system operator (subject of operational and dispatch control in technologically isolated territorial power systems), and in case of issuance of technical specifications by a power plant – its coordination with the system operator (subject of operational and dispatch control in technologically isolated territorial power systems) and with interconnected network organizations;

• development of project documentation by the network organization in accordance with commitments provided by technical specifications;

• development by the Investor/Developer of project documentation within the boundaries of his land parcel in accordance with commitments provided by technical specifications, except cases when in accordance with the legislation of Russian Federation on urban development, designing of project documentation is not mandatory;

• implementation of technical conditions by the Investor/Developer and network organization, including carrying out of activities by the network organization on connection of power receivers for functioning of anti-damage and secure automation devices in accordance with the technical specifications;

• verification by the network organization of fulfillment by the Investor/Developer of technical specifications;

• inspection (survey) of attachable power receivers by an official of Rostechnadzor with participation of network organization and the owner of such devices, as well as the corresponding subject of operational and dispatch control if technical specifications are subject to coordination with such subject of operational and dispatch control;

• implementation by the network organization of actual connection of objects of the Investor/Developer to the electric grids and inclusion of a switching device (fixation of a switching device in “on” position).

  When connecting the objects of legal entities with capacity up to 100 kW inclusively, allocation of responsibilities on implementation of activities on technological connection is carried out in a following order:

• Investor/Developer implements stated commitments within boundaries of his land parcel;

• network organization implements all stated commitments till the borders of Investor/Developer land parcel.

Tariffs for technological connection of object under construction to the electric grids and for electricity

1. Payment for technological connection to the electric grids is set individually for each EGO by the Department of tariffs and prices of the Vladimir region administration and calculated in accordance with the "Guidelines for determining the amount of payment for technological connection to the electric grids", approved by the Decree of the FTS of Russia from 30.11.2010 № 365 -e/5

In case of payment change for technological connection to the EGO networks during the period of technological connection agreement, correction of cost of connection (power increase) of electrical installation (Investor/Developer) is made ​​at the expense of difference of unpaid electric power at the time of approval of new payment amount. 

Payment for connection must be made once and only to organization, to networks of which the connection is made.

2. Tariffs for electricity consumers of Vladimir region include energy costs, payment of the wholesale market infrastructure, electric power transportation services on national, regional and distribution networks and sales markup of electricity supplier. For consumers of the Vladimir region of the group "Budgetary and other consumers", there are following groups of electricity tariffs:

• one-part tariff, differentiated by the number of hours of electricity usage;

• double-rate tariff;

• tariffs, differentiated by the time zones.
